Mexico plans to open itself to international oil-and-gas bidding next year for the first time in nearly 75 years after constitutional changes approved late last year. Nicolas Borda, an energy lawyer and shareholder with the Greenberg Traurig LLP law firm, is based out of Mexico City, but he splits his time in Houston. He is eager for the upcoming changes that should benefit the Texas and Mexican economies, but wants things done right.
