On August 22, the Securities and Exchange Commission promulgated Rule 13q-1 (Rule), which requires certain mineral extraction issuers to file an annual report disclosing payments they have made to the U.S. government and foreign governments in connection with the commercial development of oil, natural gas or minerals. Companies subject to the Rule must submit information about such payments to the SEC on new Form SD.
